Windows cannot open PGM files?

Appropriate program for file extension PGM:
The .PGM extension identifies script files which are run on web servers to display dynamic content. During normal web browsing files with these extensions should be read automatically by your Web browser, so if you are having problems opening the file with your own browser, you may need to try using Microsoft Internet Explorer. Scan your system to prevent and identify association errors.


Additional comments:
The .PGM file extension also identifies Portable Graymap Graphics raster image files. This file format is used to transferring graphics files between different platforms. PGM files themselves can be edited by text editors, however to view them properly open them with Netpbm, or Adobe Photoshop (with the appropriate plugin).
