GNU provides a set of utilities known as gettext utilities which are a set of tools that provide a framework for the GNU applications to be able to develop and distribute multi-lingual applications easily. The MO files are in a binary format and are meant to be read by the applications that support them only. Unfortunately there happens to be no set standard for the structure of MO files and the MO files used by the gettext utilities are often even given the extension .GMO in order to indicate that these files are GNU MO files.
