File type: Windows Icon Library File

About the ICL file type:

Invalid file associations could be the result of underlying issues within your Windows PC. It is highly recommended to scan your PC for invalid registry entries, unused processes and other slowdown issues.

This is a file that is a collection of icons which can be used for replacing existing icons. These icons can be applied to the windows short-cut files. However they cannot be used to change the icons of the actual programs. In order to change the icon of a file or a short-cut file simply right-click over the file and select 'Properties.' In the properties dialog box you will see the button with the label 'Change Icon;' click on that and then you can browse to an ICL file. Once you select the ICL file it will enlist all the icons that the ICL file contains and then you can select any of the icons from its list depending on what you like and then you must click on apply and the icon will then be applied to the file you had right-clicked on.
