The use of the ADM file extension is commonly related to the Microsoft Group Policies where it is used as the default format for its template files. This file is deployed in relation with the description of registry based policy settings saved in the Windows registry. It is also used for defining the user interface made available to administrators under the Group Policy Object (GPO)Editor during the creation of GPOs. The GPO Editor is the main tool used by administrators during the creation or modification of Group Policies. By default, the ADM file extension is stored in the Sysvol folder of every domain controller with every domain GPO maintaining responsibility for one folder called the Group Policy Template (GPT). GPT becomes the central storage location for all ADM file extension formats available under the Group Policy Object Editor during the last time that the GPO was launched.

Every Operating System platform of Microsoft incorporates a standard ADM file extension set loaded by default during the Group Policy Object Editor launch. The Microsoft Windows Server 2003, for example, maintains the standard ADM file set such as Wuau.adm, Conf.adm, Inetres.adm, Wmplayer.adm, and System.adm. The customized ADM file extension types are generated by software developers and similar IT professionals for the purpose of extending the implementation of the registry-based settings of the policy for new components and programs. These components and programs must explicitly be coded and designed in order to be recognized and efficiently respond to the defined policy settings defined by the ADM format files. The loading of the ADM file extension types in the Group Policy Object Editor can be done under the Add/Remove Templates option of the application.
